This policy proposal was created for a Developing Environmental Policy course in the fall of 2020 that was later published in the spring of 2021 in Panorama, the annual student-run journal of the department of City and Regional Planning at the University of Pennsylvania’s Weitzman School of Design. Below is the argument for why Philadelphia needs a Green New Deal for Transportation and the steps to get there.
